Address changes are closed by default too; you can allow them after shipping if your carrier accepts redirects, in which case the change is flagged on the order for you and the customer is told it is a request rather than a promise.

Manual methods such as cash on delivery or bank transfer cannot refund themselves, so the order is flagged with the amount owed and the customer is told to expect a manual refund.
