Open a product, go to Product data → Tiered Pricing, add rows such as "5 → $9.00" and "10 → $8.00", and save. The pricing table appears on the product page and the cart charges the tier price automatically.

Percentage discounts are a Pro feature. The free version uses fixed unit prices per tier. Get Pro
