No. Without WooCommerce, place the notice and the GARAN label with the shortcodes or the blocks. WooCommerce only adds the automatic placements and the per-product GARAN fields in the product editor.

Yes, byte for byte. The notice files are the European Commission's own published SVGs, copied without conversion, recolouring or redrawing, which is why they are the sizes they are. Only the three fields the Regulation allows on the GARAN label are editable, and their length is checked against the label's fixed geometry before rendering so a long brand name can never overlap the QR code.
