Yes. Every section has a Custom Error Message field. Leave it blank to use the built in wording. Use {value} in your message to insert the required amount, for example "Spend {value} to use this code".

Shop managers see an extra line on the cart notice naming the exact restriction that rejected the coupon. Customers never see that line. PRO users can also switch on Rejection Analytics for a full report.

Yes. Rules that depend on knowing who the shopper is, such as new customer or email domain, are checked as soon as the email address is entered at checkout, and the coupon is re-validated at that point.

No. Restrictions are only evaluated for coupons that actually have them set, results are cached for the duration of the request, and lookups use WooCommerce's own optimised queries.
