The order stays on hold, keeping the stock reserved, and is cancelled automatically after the period you set. Its payment link is switched off at the same time so nobody can pay for an order that is no longer coming.

Yes. Set Environment to Development and the store runs against Blipply's test system, where orders are marked paid with test money and nothing reaches a real wallet. A store left in Development cannot take a real payment.

Yes, and this catches people out. Development and Production are separate systems, not a switch on one account. Your sign-up, your business and your API key exist in only one of them. So when you finish testing and move to Production you must sign up again at the live Blipply app, create your business there, create a new key, and replace both the key and the signing secret in the plugin settings. Nothing carries over, and a test key sent to Production is rejected — if every payment suddenly fails after switching, this is why.
