A browser cannot stop a script that other code has already run, so tag the scripts you must be certain about.

The banner script is under 40KB gzipped and loads asynchronously from a CDN, so it does not block the page from rendering. The optional accessibility widget adds about 15KB gzipped, only on sites that switch it on.
