Yes: a supplier account, given by the delivery company that works with you through Nextenvios.

Look at the Nextenvios column in WooCommerce → Orders: it tells you why the order does not go. Fix it and use the bulk action "Resend to Nextenvios". Resending never creates a duplicate package. I already use another plugin for Chilean communes. The plugin detects it and, by default, does not touch the communes. Orders still go to Nextenvios, reading the commune from the City field (or from the other plugin's field, if you tell it which one).

Nextenvios marks the package as cancelled in the store and the plugin adds a note to the order; tell your delivery company so it does not deliver it. My hosting does not let Nextenvios in. Use "Check my hosting" in Nextenvios → Home. Some hostings remove the Authorization header; the Help screen shows the line to add to your .htaccess file.
