Yes. The Chat widget switch on the ProxyAI screen in wp-admin hides it. Hidden, the widget is not loaded for visitors at all — no script, no request. Your bot, add-ons, credits and conversations are kept, and switching it back on needs nothing else.

To stop automatic sync altogether, turn off Sync content automatically under Store actions in the ProxyAI screen — nothing more is sent until you turn it back on. proxyai_enable_woo_cart disables the cart bridge while leaving the assistant running.
