Yes. Who is on shift and who a visitor is routed to are worked out on your server before the page is sent, and anything that depends on screen size is decided in the browser rather than baked into cached HTML. The message form requests a fresh security token when it is submitted, so it keeps working on a page that has been sitting in a cache.

Three things to check. First, the Campaigns screen, in case a display rule is excluding the page you are looking at. Second, the agent's working hours: if everybody is off shift and you chose "hide them until they are back", the button hides too, which is deliberate so nobody taps into silence. Third, your page cache, which may still be serving a copy of the page from before you saved.
