Yes. Open any coupon in WooCommerce → Coupons, scroll to the General options, and check the currencies the coupon should be valid for under "Currency restriction". Customers applying the coupon in a disallowed currency will see a clear error. Coupons with no currencies checked apply to all currencies.

Yes. Go to Currency Switcher → Payment Gateways and check which gateways to show for each enabled currency. Unchecked gateways are hidden at checkout for that currency. If no gateways are checked for a currency, all gateways are shown (safe default).
