Install TierStep, edit the product, open the TierStep Pricing tab, tick "Enable TierStep pricing campaign" and add a tier such as "100" units at your early-bird price. The first 100 units sell at that price, then the regular price applies. Add more tiers for more steps.

Yes. Set "Tier prices are" to "Percentage off the regular price" and add tiers such as 25 units at 30, 75 at 20 and 150 at 10. The first 25 units are 30% off, the next 50 are 20% off, the next 75 are 10% off, then the regular price applies. The discount shrinks as total sales grow. If you want a discount that grows with the quantity in one order, that's a bulk discount, which TierStep doesn't do.

Yes. Set a campaign start date and tick "Pre-launch". Until the start date the product can't be bought: shoppers see the "Starts in" countdown and the first early-bird price, and Add to cart appears when the campaign starts. TierStep tells page caches not to store a product page while it is in pre-launch, so the button appears at launch; if your shop or category pages are cached, clear the cache at launch so their buttons update too.

Two ways. One order can't take more units than are left at the current price, and a placed order reserves its early-bird units while the customer pays. A second shopper who reaches checkout for the same last units is told the price just changed, instead of paying for units that are gone.

Yes. Add one tier, for example the first 100 units at your intro price. When 100 have sold, the product goes back to its regular price automatically.

Yes, when tickets are sold as simple or variable WooCommerce products. Set the first 30 tickets at the early bird price and the next tier at a higher one; the countdown and "only 12 left" message work the same as for any product.
