The VAT number field appears in the address form of the block Checkout, the totals update without VAT as soon as a valid cross-border number is entered, and invalid or mismatched numbers stop the order with a clear message. The classic (shortcode) checkout keeps working as before. In the block Checkout the field shows in the shipping address too when "use same address for billing" is ticked; the billing value is the one that is checked.
