No. WooCommerce keeps applying the correct tax rate for every customer. The plugin only changes where that tax sits: it is contained in the fixed gross price instead of being added on top of it. Your tax reporting stays correct.

It changes with each customer's rate, and that is the trade-off of this pricing model. At a gross price of 100.00 you keep 83.33 from a 20% customer and 78.74 from a 27% customer. The preview table on the settings page shows this for every tax rate you have configured, so the effect is visible before you commit to it.

No, and the plugin says so instead of pretending. With prices entered excluding tax, WooCommerce adds tax on top for every customer, so there is no gross price to keep fixed. Switch "Prices entered with tax" under WooCommerce → Settings → Tax, or keep using WooCommerce's default behaviour.

No. German Market is supported because it renders its own tax notice, which would otherwise still spell out a percentage. Without it, the standard WooCommerce price suffix is used. The plugin works either way.

Yes. Set the tax notice wording to "Leave the WooCommerce setting untouched" and only the fixed-price behaviour is applied.

No. The plugin hooks two WooCommerce filters and adds nothing to the front end. It performs no background tasks and never contacts any external service — all data stays on your own server.
