Open WooCommerce » Settings » Additional Terms, write your checkbox text, choose a terms page if you want one, set whether the checkbox is required, then save your changes.

Select a terms page in the settings, then add the {{additional-terms}} smart tag inside the checkbox text. The smart tag is replaced with a linked page title at checkout.
